this plan has merit but like any plan there are positive and negatives and while on paper it seems like a fair plan once in play and the negatives are shown will everyone jump up and down saying how unfair it is.
Just some negatives that haven't been mentioned are
If the plan was to come in next year would every player start at zero games if not its a bit unfair for some teams how are now going through a rebuilding stage i.e Souths and Manly but teams like broncos and panthers would get the benefits straight away and what if a 16th team is introduced they will have years before seeing any benefit.
i like the idea of exemptions for junior players but how would you classify it area they're from or SG Ball etc but again there are negatives
