Are you expecting Toronto to have 9 Canadians?
Toronto don’t have an academy setup like Catalan neither does Canada have a domestic competition for the Wolfpack to draw from unlike the dragons can from elite 1 and elite 2.
Depends what they've done with it instead. Maybe it is more economical and long term better to have Jnr set ups in the French system?
Economical yes but better long term absolutely not.

How are the dragons youngsters benefiting from smashing most teams every week from drawn from villages and market towns?

Is that what is happening?

this claim

“smashing most teams every week from drawn from villages and market towns?”
To the best of my knowledge the dragons academy cherry picked all the best talent when they were competing against English sides but now the best players stay in their home towns and provinces like Avignon, carcassonne and Albi etc so the talent is spread out more.

I’m sure the dragons academy made both finals this year beating Toulouse in one and losing to Avignon in the other. Either way I think French RL benefitted more from having all the best u19 talent playing together under one roof against the academy sides from England.

Expecting Catalans to send out a sub-par roster just to make up for the FFR's failings at national level is a nonsense argument

London Broncos and Leeds Rhinos are set to travel to France for a double header against Toulouse Olympique XIII and Catalans Dragons respectively.

The Stade Ernest Wallon will host a double header between Toulouse versus London Broncos and Catalans Dragons versus Leeds Rhinos.

In the agreement, all four sides will also feature at Emerald Headingley Stadium in August, when Leeds play their return fixture against the Catalans.

The fixtures take place across the same weekend as the Blackpool Summer Bash, May 30-31 2020.

Bernard Sarrazain, the Toulouse Olympique XIII Chairman, said: “This double header in Toulouse will surely be one of the highlights of our season. We are delighted to welcome our Catalan friends again at Ernest-Wallon.

“With our clash against London, just relegated from Super League, followed by the game between Catalans and Leeds, it will be a great Rugby League party! And of course, we look forward to coming back to Headingley. The Rhinos and their fans gave us a great welcome in 2018 and we keep a fantastic souvenir of this game. To play again in this Rugby League emblematic stadium, especially in another Double Header, is a great prospect for us.”

Bernard Guasch, the Catalans chairman, added: “I would like to thank the RFL, the London Broncos and the Leeds Rhinos for helping us to make this event happen. Once again, our club will make history in the competition with this great concept. It will be one of the highlights of the 2020 Super League season.

“Toulouse is a famous city of Rugby and we are delighted to play again in the Stadium of the last Rugby Union Top 14 Champions. I would also like to thank TO XIII Chairman Bernard Sarrazain and Stade Toulousain Chairman Didier Lacroix for their involvement in the event. We will offer a great experience to all the Rugby fans in Toulouse in May and then in Leeds in August.”https://www.loverugbyleague.com/post/super-league-and-championship-double-header-in-toulouse/
