because the boys that are to old for the under 20's are about to get torn between rugby union rugby league and work i suggest that to adopt similar to the Q cup and fogs competitions and they can keep the players in the system or simply change under 20's to 22's or 23's

The equivalent of the Qld Cup and FOGS has been around for years - NSW Cup and Jim Beam Cup. Though With 400 players in U/20's every year, most of them will end up playing A Grade in junior leagues or in the Country rugby league.

In days gone by, the Toyota Cup used to be U21's (President's Cup, which is what I still call it), and before that it was U23's. If they still want to play for cash, there is the NSW Cup, Jim Beam Cup, A-Grade, and Captain-Coaching out bush.
