That'd be a good idea, which players would be eligible for City/Country.

I know Country would have Slater, Bowen etc.

Assuming the Kangaroo team looks something like this:
Minichiello; Lewis, Tonga, Tate, Rooney; Lockyer (c), Kimmorley; O'Meley, Priddis, Price; Hindmarsh, Kennedy, Carroll

BENCH: Ryles, Civoniceva, Wing, Fitzgibbon
18th man: Ryan

QLD City/Country teams could look like this

CITY (missing Shaun Berrigan, Civoniceva, Carroll due to Test commitments)
K Hunt; Brad Watts, David Myles, S Berrigan, C Frawley; Jason Smith (c), Cameron Smith; M Crocker, D Carlaw, B Thorn; D Nutley, Barry Berrigan, Shane Tronc
BENCH: Ben Czislowski, Scott Logan, Ashley Harrison, Cooper Cronk
OTHERS: Dan Wagon, Luke Williamson, David Stagg, David Seage, Jake Webster

COUNTRY (missing Tonga, Tate, Lockyer due to Test commitments)
M Bowen; J Hodges, P Bowman, J Hannay, B Slater; J Thurston, S Prince; C Flannery, Dallas Johnson, C Parker; B Ross, N Fien, C Webb
BENCH: S Thaiday, K Reynoldson, PJ Marsh, R Jensen
Others: S Hegarty, Tony Martin, C Schifcofske, T Norton, Ty Williams, Steve Bell, Tim Smith

Lincoln Withers is Canberra's best player I'm sure he might be eligible for Country.

If by best player you meant, "He has started very well this season and no one expected him to do so" then that statement you made is correct.

However if you meant exactly what you wrote - you have no idea.

I'll probably forget someone obvious.....excluding "certain" Test/Origin players and assuming these players are playing well enough at the time....

City

1-Brett Hodgson
2-Hazem El Masri
3-Ryan Cross
4-Mark Gasnier(if fit)
5-Eric Grothe
6-Adam Dykes
7-Matt Orford (or if he plays Test/Origin Sherwin)
8-Mark O'Meley
9-Mark Riddell
10-John Skandalis
11-Anthony Watmough
12-Lance Thompson(can't think of anyone else....)
13-Trent Waterhouse

14-Bryan Fletcher
15-Jason Stevens
16-Braith Anasta
17-Joel Clinton
18-Brent Sherwin

Country

1-Brett Stewart
2-Amos Roberts
3-Matt King
4-Matt Cooper
5-Timana Tahu
6-Scott Hill
7-Brett Kimmorley(if he plays Test, Lincoln Withers)
8-Jason Ryles
9-Danny Buderus(injured for the Test isn't he?)
10-Anthony Tupou
11-Ian Hindmarsh
12-Anthony Laffranchi
13-Glenn Morrison

14-Brent Kite
15-Luke O'Donnell
16-Luke Priddis
17-Ryan O'Hara
18-Lincoln Withers

I probably stuffed up, but you get that....

Then who has been better than Withers, theres been a few others that have done a lot better than everyone else expected, eg. Jason Smith.

Also Jason Croker has been good, Schifcoske's going really well. So if not Withers than obviously Schif and Croker.

He has started very well this season and no one expected him to do so

Not true, I always thought he would do well for Canberra, I see him more as an 80 minute player.
