Closing the gap between 1st and 2nd teir nations

Pretty much everthing i would say has been said already however just for the hell of it I'd like to see….


· A bold 10 Year strategic plan devised purely for the 2nd / 3rd / 4th tier nations. Concentrating of skills development for players, coaches and game officials; talent identification; accountable administration; resource management and finally public relations and marketing.


· Annual / bi-annual short break 'coaching tours' to these areas to engage current or retired professional (or even semi-professional) players, coaches and game officials with the locals on the ground. Example ...players / coaches not involved with the semis in either NRL or ESL could be recruited by the RLIF to do a week long session with a group of countries who are geographically close so as to reduce travel and encourage cooperation.


· Have the RLIF co - fund an alternating two yearly hemispheric short tour into new frontiers by an initially lower tiered representative team from Oz, NZ, GB, France and even PNG with the view to gradually increasing the standard of tour participants . (Example : 2019 - Australian Police RL tour of South Africa or PNG Residents tour of Jamaica; 2021 - BARLA U/23'S into Eastern Europe; French Federales into North America)


More funding put into University level / Student Rugby League in UK /Fr/Oz/NZ to encourage their participation in ambassadorial coaching clinics and tours across the RL world. Perhaps even as a conglomerate …World Student XIII; Student RL Academic All Stars etc; Regional competitions to be promoted ( e.g. Americas; Asia; Oceania) via RLIF and local authorities.

Of course the one main thing we need is a RLIF chairman to be a Rugby League enthusiast who is an active advocate for the expansion of the international game ………………and also happens to be a billionaire with a yen for spending money on his passion .......!!!

Agree with all of that, our 10 year plan should have been implemented 15 years ago. Unfortunately, our sport never thinks long term nor are we willing to implement rules that will hurt at first but be much better in the long run.

If it's Junior, 9s or International Friendly/Test Matches, players can chop and change as they like.

If they however play in an RLIF sanctioned International Tournament or WC/WCQ, THEN they should stick to that nation for life.

That's plenty of time for them to make their decision for what is their True national team.

I would like flexibility that a player who is in the big 3 can switch to a Tier 2/3 nation immediately

But to up from Tier 2 to 1 or to another Tier 2 nation then they need to sit out the official 2 year waiting period
