A rule change ld like:
only 2 players allowed per tackle.
A third can hover unless the ball carrier breaks free but cant touch him until 1 defender drops off.
Leg injuries would halve.
And more effort to lock up the ball brings tackles down.
I don't think limiting tackle numbers is the way to go. If they want to reduce lower leg injuries they should be calling held sooner and not waiting a frigging eternity for players to wrestle them to the ground.
Might also fix up crap like allowing Souths to score off a player who was obviously tackled last weekend which was piss poor. The excuse they used was that the arm carrying the ball never touched the ground, never mind the fact that his momentum had completely stopped with 3 players hanging on to him.

Said" hovering player" might also be a deterrent to the easy offloads ,when the high shots ,multiple tacklers, have failed to lock up the ball, but left a big gap for support players to race through .Or maybe thats what you are saying ?
