It's not that he can't, it's that there are better players that have played a full season there. If you think me pointing you to the rookie of the year is a riddell then you have bigger things to worry about than my thoughts on winger of the year.

Should be a good balance of both IMO. With your logic you could play 1 game in a position, have an absolute blinder and win the award.
