Domestic comps strengths

I have a question that has always fascinated me.

A Four Nations tournament gets announced. France, PNG, NZ and Fiji..

Only players from their domestic comps can play (So Elite 1, Digicel, No Warriors players etc)

Who wins?

Great question, hard to know because we don't see them play each other, but I'll have a stab...

1. France
2. PNG
3. NZ
4. Fiji

Here's an interesting idea in line with the thread's premise. Let's say the IRL announce an amateur world cup and all countries that enter must meet these two criteria... all players must be amateur and must play RL in the domestic comp of the country they represent. Who wins and which order do they finish? I reckon:

W: Australia
RU: England
SF: France & PNG
QF: NZ, Fiji, Wales, Ireland

Didn't get out of the group:
Tonga, Samoa, Cook Islands, Scotland, Italy, Greece, Jamaica, Lebanon
