police were called to a disturbance outside the Hilton Hotel at Heathrow Airport.
A Scotland Yard spokesman would not confirm it was the All Black rugby winger, but a source close to the team said radio news reports naming Howlett, 29, were accurate.
Police said a 29-year-old man had been arrested on suspicion of causing criminal damage to two vehicles outside the Hilton.
A Scotland Yard spokesman said the incident happened 3am yesterday (3pm NZT).
The man was taken to the police station where he was later bailed, the spokesman said.
It was not known if he had been ordered to stay in the country as part of the bail conditions, but he was expected to report to Heathrow police at the end of the month.
Inquiries would continue, the spokesman said.
Reports suggested Howlett was jumping on cars and a hotel room had also been trashed.
Howlett was not among the 17 players who arrived back in New Zealand today after losing to France in the World Cup quarterfinals.

He was about to take up a playing contract in Ireland.
Revelations of Howlett's alleged indiscretions could not have been timed worse for embattled All Blacks coach Graham Henry, who mounted a stirring defence of his side's character after arriving back in Christchurch today.
Henry, clearly unaware of the drama involving the All Blacks' leading try scorer, made a point of emphasising the development and maturity of the 30-man squad during a four year reign tarnished by last weekend's shock quarterfinal loss to France in Cardiff.

Howlett 'ran up $33,000 bar tab', says sorry to New Zealand

Shamed All Black Doug Howlett has apologised to the New Zealand public after being arrested in London for damaging cars outside a luxury hotel.
It has also been reported this morning that he and some team mates ran up a $33,000 tab in the hotel's foyer bar before the incident.
In an video-taped apology, Howlett said: "I am sorry for what has happened. I am embarrassed that the events of one evening have led to me being in this situation.
"It was a little bit of tomfoolery."
His arrest on suspicion of criminal damage followed a late-night incident at the team hotel at Heathrow Airport in which cars were damaged.
A hotel staff member told Britain's Daily Telegraph: "There were about five to seven players drinking in the bar. They looked as if they were pretty down in the dumps after they lost and they ran up 12,500 pounds bar bill over several hours.
"It wasn't just them, it was other members of the squad as well and it included food. They were behaving themselves while they were in the bar, but then for some reason, a couple of them decided to go outside and that was where it all kicked off."

Howlett said drink was involved but this was not an excuse and assured people there was no intention to cause harm to anyone or any property.
He is now talking to police about fixing up the damage to the cars.
Howlett added: "I apologise to the people back home, family and friends, the New Zealand public, fans, my teammates."
Shocked father Simon Howlett said last night that his son took full responsibility for his actions and intended to pay for the damage. He said then that alcohol might have been involved.
Mr Howlett said he and wife Phoebe were upset about what their son had done. "We're shattered, we're disappointed but we feel sorry for him and the people that he's let down."
The 29-year-old winger was arrested early on Tuesday (UK time) after damaging two vehicles outside the Hilton Hotel at Heathrow Airport.
Reports suggested Howlett was jumping on the cars.
He was taken to Heathrow police station and was released without charge.
All Blacks manager Darren Shand said the NZRU would conduct its own investigation into the incident.
Speaking to the Herald yesterday outside the family home in Mt Roskill, Simon Howlett said his son told him he had caused body damage to two cars.
"Doug is very, very apologetic about what happened. He's upset. He realised what he's done and regrets it. He takes full responsibility. He wants to tell all of New Zealand and the Rugby Union that he is very sorry about everything that's happened."
His son had not been lashing out over the All Blacks' quarter-final loss to France at the rugby World Cup on Sunday, Mr Howlett said. "Definitely not, and he told me that. He said he was in good spirits."

That was for seven to ten rugby players drinking and eating at the hilton hotel over several hours. Somehow I dont think they were drinking the house wine and eating the beer nuts provided.
