Not a bad idea at all. Let the FA cup winner go into the qualifiers like 4th place does. If one of the top 3 wins the FA cup then let 4th have the place.

The UEFA Cup/EL has traditionally been a cup winner's comp, and should continue that way

Unless you use league cups from Spain, Germany and England and Association cups from everywhere else?
