I get the sense the RFL was trying to do that with the courting of Toulouse and Nth America and the increased funding to the championship. Damned if you do (licensing) damned if you don't (P&R) The game doesn't actually know what it wants so the RFL can hardly be blamed for the constant changing of structures and minds. You think its bad now, wait until the SL clubs are totally running the show! The conflict of interests will be huge and the public spats embarrassing for the game.
