I am going to put my head out on the block (even before the France vs England match) and state France should be in the Tri Nations next year.
Of course they are going to take a couple thrashings, but it will expose them to top class footy for a month plus media coverage back home.
They way I would have it is each team plays each other once, with the top two teams going through to the final. So already the length of the competition drops from 7 weeks to 5 weeks.
Also after watching the Cook Islands vs NZ Maori, I think they have an excellent idea in having U18s playing the curtain raisers. Thus getting all the top up and coming players out there on tours and mixing it with the big boys providing development mainly for the French.
You could take it another step by saying the last placed nation in the Tri Nations has to play the winner of the European Cup with the winner partaking in the next Tri Nations.
Its all good and well that NZ and Aus have taken this competition to a new level, but this will only make the gap bigger between them and PNG, Wales and France.
I guess after tomorrows match, and games against NZ and Aus we will find out where France are in terms of development in the top flight.
