It's because Perth Red has made a history out of being ultra critical of rugby league in Sydney. He's also critical of rugby league in Brisbane, albeit to a much lesser extent. On top of this, he overlooks the problems with rugby league in Perth and England because he has an emotional connection to both places.
Most people would agree that Perth is the only major Australian city outside of the game's heartland that can support a team. It's a matter of when is the right time and should other areas be prioritised.
A Perth-based team isn't going to radically change the game for the better. Test football won't benefit from one because it won't generate more players in New Zealand, PNG, Fiji, Samoa and Tonga. Aggregate TV ratings and attendances for the game will remain fairly similar. The value to the broadcast rights will remain the same.
The biggest problem for Perth is its best rectangular stadium is decades behind the stadia in Brisbane, Gold Coast, Melbourne, Newcastle, Sydney and Townsville. This will limit how much money a Perth-based team can generate from ticketing and corporate hospitality (in a state that prohibits pokies).
