The long term vision has to be for a complete rebuild in 8-10 years time.

Great point. Retro-fitting a roof on it is just putting the proverbial lipstick on a pig.

Australia's biggest rugby/NRL city deserves a modern, decent capacity, rectangular, enclosed footy stadium - the cherry on top would be if it has a lower-bowl (approx 25k give of take) "club mode" capability too, where top deck is curtained-off for smaller games.

With a roof, you can guarantee perfect conditions to any concert promoter/show organizer.

Plus you can't ignore the possibility more severe rain events/cyclones could track south thanks to climate patterns changing.
