Should an attacking player be able to contact the head of an opponent e.g. Inglis on Soward, or should they be covered by the same rules as defenders?

I feel that players should not be able to fend like Inglis did as serious injury could occur, it would only take a crushed wind pipe to endanger a player. There has also been occasions of accidental fingers in eyes and broken noses occur from incidents like these over the years.

Fend with an open hand, fine. Fend with an elbow or forearm, that's a different story.

contact with the head is the issue, not whether a player has the ball or not

I agree about the open hand, shouldn't get penalised for a face palm

Nothing wrong with what Inglis did. It wasn't ideal but hardly worth penalising. You see worse than that in pretty much every attempted tackle in a game. Inglis probably has 8 inches on Soward... it's not like he can fend him in any lower than his shoulders. This is a contact sport let's remember.

I dont think its an issue. Fending a player at the neck or head isnt as effective as the chest so referees shouldnt even bother worrying about it.

What Inglis did however is close to crossing a line. He didnt fend Soward, he grabbed his neck. He should get a warning for it.
