Yep, the have the passion, the government support and the natural physical attributes.

All they need are some decent development programs and their national team could regularly challenge and beat NZ/Aus.

I think the first step is getting them an annual 3-game series around Origin time. Match Tonga against Samoa and NZ against PNG (both series played in NZ) and we would have a brilliant mid-year calendar.
