Its not a new rule. You aren't allowed to raise your knees into a dangerous position. Jerry Seuseu got 5 weeks for this back in 2005. This was more deliberate than Seuseu's.

If the bloke is running normally then there's no problems, but there was a fairly obvious knee raise well outside of his normal running gait.
