FIFA hit by more corruption allegations, six executive committee members in World Cup bribe claims

Football's governing body was hit by more corruption allegations on Tuesday when six FIFA executive committee members were accused of receiving or demanding bribes during the bidding for the 2018 and 2022 World Cups.

Issa Hayatou of Cameroon and Jacques Anouma of the Ivory Coast were allegedly paid $US1.5 million ($A1.39 million) to vote for Qatar, according to evidence submitted to a British Parliamentary inquiry by a British newspaper.

The Gulf nation, which beat Australia and the United States for the 2022 tournament in December, later issued a statement denying the "serious and baseless" allegations that will "remain unproven because they are false."

The conduct of Jack Warner, Nicolas Leoz, Ricardo Teixeira and Worawi Makudi in the 2018 contest was described as "improper and unethical" by the former head of England's bid.

The allegations were made in the Culture, Media and Sport Committee of the House of Commons, which is looking at England's failed bid for the 2018 World Cup as part of a wider inquiry into football governance.

In Zurich, FIFA President Sepp Blatter said he will ask for evidence of the claims heard at the inquiry and forward any allegations to the FIFA ethics committee.

"I cannot say they are all angels or they are all devils," he said of the executive members.

"We must have the evidence and then we will act immediately against all those (who) would be breach of the ethical code rules," Blatter added.

Referring to his bid for re-election next month against Mohammed bin Hammam of Qatar, Blatter said: "I'm fighting to clear FIFA, I'm fighting to clean FIFA."

The bidding contest had already been rocked ahead of the vote by details of an undercover investigation by The Sunday Times newspaper, material which was published in October and led to two of FIFA's 24 executive committee members being suspended.

Amos Adamu of Nigeria was found guilty by FIFA's ethics court of soliciting bribes from undercover reporters, while Reynald Temarii of Tahiti was banned for breaching rules on confidentiality and loyalty.

The Sunday Times sent further evidence - which it did not publish at the time for legal reasons - to the British committee on Monday to be made public using parliamentary privilege.

Two of the paper's investigative journalists told the committee in a letter that a whistleblower who had worked for the Qatari bid told them in December that the country "had paid $1.5 million to two FIFA ExCo members - Hayatou and Jacques Anouma of the Ivory Coast - to secure their votes."

Reporters Jonathan Calvert and Claire Newell added that "a similar deal had been struck with Amos Adamu, although he was prevented from voting because he was suspended following our original article."

Calvert and Newell said the whistleblower - who was not identified - told them the cash would go to the three members' football federations, but "there would be no questions asked about how the money was used."

While the reporters acknowledge the allegations are unproven, they wrote: "We believe they were credible because they were made by people who held or had held official positions in FIFA."

The Qatar football federation said in its statement that the allegations "are evidently wholly unreliable," citing the newspaper's refusal to publish them as indicating they wouldn't stand up to scrutiny.

"As soon as we were informed about these allegations - before The Sunday Times published their expose - we informed FIFA and offered our full support for any investigations into the matter," the statement read.

Details of the alleged bribes were announced in the session by Member of Parliament Damian Collins as Englishman Mike Lee was answering questions about the World Cup bidding process. Lee worked on Qatar's bid.

Lee said he had no knowledge about the allegations being made by The Sunday Times.

The session also heard from David Triesman, who resigned as chairman of England's Football Association and its 2018 bid team last May - seven months before the vote - after being secretly recorded by a tabloid newspaper making unproven claims that Spain and Russia set up a bribery scam to influence referees at the 2010 World Cup.

Triesman made the allegations about Warner, Leoz, Teixeira and Makudi to the committee.

Disgusting isn't it. Still, it's a good thing the Aussie government isn't pursuing them over this, all you're asking for if you do that is trouble.

No what I meant is that it also makes your government look bad that you are pursuing these claims after the fact when it's likely not going to change anything, to me exposing the corruption is a great thing but I can see why a lot of people think this is a face-saving exercise by complaining nations.

When Qatar won I said they must have bribed the voters. I was only half serious but now I guess it really was true...disgusting. The 2022 world cup should be re-done.

^ come on did you really need any more evidence??? How does a nation of 1 million who has never been a blip on the asian football radar, let alone world football radar get the right to host a World Cup? With probably only one current stadium meeting criteria...

It still feels like a bad dream that i'm waiting to wake up from.

I put it forward at the time, as a possible way of exposing corruption, is to broadcast the VOTE live, not some dickhead opening an envelope...

Sepp Blatter refuses to rule out a rerun of voting for the 2022 World Cup because of corruption claims

Something to think about ... can FIFA strip Qatar of the 2022 World Cup?

FIFA President Sepp Blatter has not ruled out a rerun of voting for the 2022 World Cup host, after claims of corruption rocked last year's vote.

A rerun would give Australia a chance to snare the finals after it was knocked out in the first round of voting in December last year.

The right to host the world's biggest sporting event was controversially award to Qatar.

But Blatter told UK newspaper The Independent that an inquiry, sparked by claims of corruption made in The Sunday Times, could see the FIFA executive cast their votes again.

Blatter told the Press Association there was a groundswell of support "circulating around the world" for the voting process to be rerun.

"But don't ask me now yes or no, let us go step by step. It's like we are in an ordinary court and in an ordinary court we cannot ask: 'If, if, if'," he told the Press Assocation.

FIFA president since 1998, Blatter is being challenged by Qatari Mohammed Bin Hammam, 61, president of the Asian Football Confederation, at the June 1 poll.

"I'm very confident," Blatter said during a recent interview.

"FIFA isn't ready for total change, where the running of operations would go to the six confederations. If we dismantle the pyramid, it will fall down.''

Blatter said he had been boosted by support from UEFA president Michel Platini and the Oceania Federation.

i doubt he'll do it. if he takes it away from them they'll want their millions in bribes back. if they don't get it, then i'm sure they won't mind spending a few grand on a hitman to "balance the ledger".

I'm not into bribery but I would hazard at a guess they are not refundable.

I think the most likely scenario is that Sepp wants to be seen to be doing something without actually doing anything.

Fifa 'Corruption': The Scandal Email In Full

11:05pm UK, Monday May 30, 2011
Football's world governing body Fifa has been plunged into crisis following months of allegations and counter-allegations of corruption and bribery.

Jerome Valcke, Secretary General of FIFA and A Qatari youth holding a mock World Cup trophy during celebrations in Doha after FIFA announced that the tiny Gulf state will host the 2022 World Cup

Jerome Valcke (L) has said the email is genuine

Now suspended vice-president Jack Warner has revealed a potentially explosive email to him from secretary general Jerome Valcke.

In the email, there is an allegation that Qatar 'bought' the hosting rights to the 2022 World Cup.

Qatar along with Qatari Mohammed bin Hammam, a top Fifa official who was heavily involved in his country's bid, have denied the allegation and Mr Valcke has since distanced himself from the claim.

In a statement, Mr Valcke said: "I'd like to clarify that I may use in an email - a 'lighter' way of expression by nature.... What I wanted to say is that the winning bid used their financial strength to lobby for support."

Mr Warner and Mr bin Hammam are suspended over claims Caribbean delegates were paid in return for promises to vote for Mr bin Hammam in this week's Fifa presidential election - allegations they deny.

Here we reveal the full text of the email:

"Dear Jack, lots of questions ;)

"Firstly I got also a very, very good feedback about the draw, its organization and the media coverage. It is great the FWC Final Draw is not the only one getting such attention but now all including the U-17. Football is really big.

"For FICO, I perfectly understand your position about England. There is not a major point it is true to be discussed. I think MBH (Mohammed bin Hammam) will try to attack us on various points but am prepared to answer. Nothing very new since Robben Island 2009 Exco!

"For MBH, I never understood why he was running. If really he thought he had a chance or just being an extreme way to express much he does not like anymore JSB. Or he thought you can buy FIFA as they bought the WC.

Jack Warner with the email

Jack Warner holding a copy of the email

"I have a bet since day one, he will withdraw but on June 1st after his 10 min speech. By doing so he can say he push Blatter to make new commitments bla bla bla and get out under applause. Before means he is a loser.

"So … He will get some votes. Less than 60 today after CAF support. It will be the 'coup de grace' if you would officially send a message as the CONCACAF President by saying CONCACAF supports unanimously.

"So am not giving you advice but just feeing about what I think is the situation.

"Finally just coming back to wives. You know Jack ruled are for the majority. Why?

"Because without a minority will always abuse! Some and a few members are given a special authorization to bring their partner at their coast and it is fine but we have a number of issues and that is why this regulation was decided a very long time ago before I was appointed for sure.

"Talking about the before I was told and it is confirmed, Linsi went with MBH to visit a few MA's. Was maybe the ex-future SG. Also one agency, Sportfive, has being very supportive and organized for MBH meeting with MA's they have under contract.

"Wow, just wake up, being in San Francisco for a few hours before flying at 1pm to Sao Paulo for the day. And am writing so much ;)).

"Enjoy your day,

"Jerome"

Blatter bought his way in ti FIFA and those who opposed were quickly banished. FIFA are probably more corrupt than the IOC you just can't be surprised at anything they do or are accused of doing.

Let them have the world cup in Qatar, the players will hate it and the standard will suck with FIFA being hammered over the decision for over a decade. England, Australia, USA etc should all just tell FIFA to f**k off and refuse hosting any FIFA event and let it go to arm pit countries every 8 years

What an amazing coincidence that Sepp's opponent was found to be corrupt just days before a presidential election.

Even Zimbabwe are more transparent than that sorry rabble.

That's a great idea, but you'd need I think all of Europe in on it too, otherwise there are too many potential hosts that would gladly offer to host it. Germany, France, Spain and Italy are all capable of being sole hosts of a WC
