Conditional Release should also have provision to put year on hold, i.e. this year does not count towards his contract and we have him until 2007, an extra year on his contract. Then if he wants to go back on his word he will have to serve another year in the wilderness.

I'm not even sure that his money counts toward the salary cap either because the audit is done at the end of the season when all monies PAID are calculated. That is the reason why sides who have huge injury tolls get caught-out, as their lower graders are on big incentives to play FG. When they have a few play half the season, those bonuses add-up, as does rep money that gets written into contracts. It's not just a matter of the league saying, 'you have $3.25m worth of contracts registered with us!'
