If the Swans and GWS were rorting the AFL cap to the extent of the Storm..

Would the AFL be so forthcoming with such damaging information and punishments that would have the potential to kill off one of their beloved expansion/northern state clubs?

I may be wrong but I'm fairly certain expansion teams (brisbane, sydney and GWS) all operate under higher salary caps than the rest of the league in the AFL

The AFL has given their expansion clubs allowances totalling about double what the Storm's rorts did. The Storm went over the cap by $1.7M over five years, at a rate of $340k a year. During Brisbane’s three-peat of premierships, they had an extra salary cap of $780k per year. Something similar was operating for the Swans' premiership. There are currently no cap allowances for expansion clubs, though.

The AFL stripped Carlton of top draft picks for several years and fined them just under a million in 2002.

Gold Coast and GWS get bigger Salary Caps to begin which which over their first 5-10yrs gradually get reduced to the same level as everyone else.
