With the World Cup planned for 2008 and the debating now underway as to how many teams, how many groups, relative streangths and weeknesses of Rugby League playing nations etc...

My mind turned to how we might rapidly improve the playing standards of the emerging nations!

I know that the International board don't have the funds to bankroll the development, so the emphasis has to be on the clubs of the NRL and SL to do their utmost in helping these pioneer players.

The IRLF needs to spotlight those nations with a real potential for a sustained international presence. The emerging nation must have a substantial domestic competition, a plan for growth that is set in stone and the backing of the government of their country.

Each of the 15 NRL and the 12 SL clubs should identify, for scholarship, three players a year for the next three years from these nations.

The players selected would spend the year recieving
High quality coaching
Sports Psycology
Nutritional advice
Fitness and Conditioning
Playing in a higher standard of competition
Playing alongside better teammates
etc...

After their year is over these players would return to their native country and become coach educators in their own right! thereby escalating the development.

Three more players would recieve the same education in year 2 and then again in year 3. by the time we reach the 2008 World Cup 243 players from the emerging nations would have recieved this education and have imparted some of that knoweledge to the players in their own country's domestic comp.

This would'nt make the emeging nations competative over night but it would speed up their development.

There may be some way for the NRL and SL to remove any expense from the salary cap.
