It'll help in respect that players won't be tied up and end up not playing internationals..

But..

Won't doesn't look good is tier 2 nations have to fight for the scraps after tier 1 nations have selected their squads...

Theres no scope for long term 2 tier development cos they can never plan on what players they'll have...thats silly imo

But in regard to the 2017 World Cup, well, it is an benefit to its 'competitiveness' in the immediate term. The likes of Samoa, Tonga and Fiji should pass the group stage.

The US, Scotland and the other European qualifiers will have a hard task to repeat their 2013 performance.

Hopefully the media can deal if Hayne, Milford, Semi etc appear for the Pacific Nations and don't harp on about 'lol they are Australian lol international league'.

Well semi is pure Fijian , Hayne has played for Fiji before and Milford has played for Samoa.

If milf , semi and Hayne Play for Australia there could be issues. In all honesty I can't see Hayne or Milf making the aussie squad. And Radradra could be playing for the longbay 13 the way he is going.

My opinion is it's bollcoks once your capped that should be the end of it.
Origin should allow Australians with heritage to another nation to play for which ever nation they wish but still play for the state hey have grown up in.
Just my opinion. This whole no tier 1 to tier 1 nation thing seems like Australia and NZ having their cake and eating it. They can pick the best of the pacific nations at will but England doesn't get the same benefit to people of Anglo heritage.
Not that I want an England team full of Aussies but the rules shouldn't be bias like this.
