Its not that odd that the League club plans aren't complete. They're not even close to the fitout and construction phase yet so plenty of time to finalize things. If they're not opening till 2023 they could spend another 6 months finalising things if they want but I think they'll want to get something out to the member before that.

That would have been a very high level concept design. Dino would be talking about all the granular stuff, like MEP, AV etc. Lots of things go into it and they no doubt want to get it right. Could be alot of budget back and forth too.
