Mateo (and indeed Dobson) are ineligible because of their time in the ESL I believe...if not for that Feleti would be eligible, if you play 5 (or maybe 3) games or less off the bench in a previous year you are still eligible for Rookie of the Year. Otherwise I think Feleti would get it.

Unless we see a another Jarryd Hayne like burst onto the scene in the 2nd half of the year, Isreal has the rookie of the year in the bag.

But getting onto topic I think that technically Mateo should be able to win the award not sure if ESL games count but his one game off the bench won't stop him winning the award.

Vella actually played 10 games off the bench in 1998 (including the finals) but still won rookie of the year in 1999
