It's alleged police has discretion to allow driver to drive away. If not showing impairment. With regards to drugs testing. But alcohol drink driving is . different police discretion
We need the police 2nd drugs test showed
Negative results that night. That's why police used discretion in allowing him to drive off
But further 3rd tests in lab takes up to 8 weeks

This little snippet from this article (https://wwos.nine.com.au/nrl/news-2...r-out-of-crunch-final-amid-drugs-probe_100924) has the pertinent comments from the NSW Police about why he was able to drive away -

Addo-Carr was then pulled over for a random roadside drugs test, which police say he failed and so was placed under arrest while they conducted a second test.

Gould says Addo-Carr told the club on Saturday he had tested negative on the second test and was allowed to drive away from the scene.

But police say it is standard protocol to allow drivers to leave and the second test had been sent for further examination.

I've watched my share of RBT shows and the police only let the person drive if the first test done there is negative. This is after the quick tongue scrape while they're still in the driver's seat shows a positive. If the first test is positive they cannot drive.
