Junior / School comps of Emerging Nations

Do any of these nations that have been round for a while now (for example USA, South Africa, Russia ) have a functioning system at junior / schoolboy or college level ? Is their a flow-on pool of player talent or are all players coming in at the senior level ? I never seem to hear of any details.

Russia have a number of junior systems in place, and have for a number of years. Give the Bears 10 years and they will be a force in World Rugby League.

USA, I don't believe have anything atm, whilst South Africa constantly enters Under 16's and Under 18's teams into matches against the likes of West Australia and NSW Academy and Universities.
