*meh*, more of a legal/political issue. Politicians pull a number out their arse, slap it on a piece of legislation. After a while all us drones start believing that its morality.

I don't think you can pin point an exact age as everyone matures both physically and emotionally at different rates. It's also something that is near impossible to police.
