Earlier this year, I asked Meninga if he could ever coach a country other than Australia.

What's wrong with Meninga's comment? You couldn't call what he did with PNG coaching. He took them backwards.

I'm sure there were plenty of articles about him coaching PNG and it wasn't really that long ago. This journo may have even wrote about it at the time or mentioned it yet they both do not remember?

Dr Hibbert is a cartoon character and so is unable to interact with real-life human beings, so it's highly unlikely that he has ever spent time with Mal Meninga.
