The Kiwis appointed him. Australia insisted (like always) on having an Australian ref, so in return they allowed the NZRL to choose who they want from the NRL refs.
Well on the 2001 tour they came to an arrangement for an Australian ref fopr the 1st game, and a Pom for the 2nd.
After the 2nd game, they both argued saying they should have their own ref, and was suggested by some for a French or Russian(there is one good one) ref. Of course they both refused so they tossed a coin to see which country got the ref.
That is the disappointing and unfortunate fact of rugby league - the international game has flatlined and therefore few alternative countries have refs capable of officiating at an international level.
What happened to that English fellow they used to send out for the Trans-Tasman tests? the guy who had a dud whistle, or else didn't know how the blow the ruddy thing.
