It's a Hong Kong movie based around two characters, best friends since kids.
One grows up to be a cop and the other a triad.
In an intense standoff the triad is shot by the cop. It turns out though, the triad had no bullets in his gun and had no malicious intentent.
The mover is not Infernal Affairs either.
Any ideas?
