Good. This is what should be done everywhere. Relying on Union players in their off-season is counter-productive, and will almost certainly be doomed to failure. Create RL teams and a RL culture, and then Union players can get involved if they want. But attempting to build around them is a waste of time, it's like trying to build a house on foundations of sand.
