Howard knows how to run a tight ship and keep factions in line. He knows how to push through programs and take actions that not everyone will agree with. He also loves his league very much.

Nothing has changed, the sheeple are just being conned to go from one enclosure into another (and the gates will be closed but they will still think their free).
