THERE’S a perception around rugby league circles St George Illawarra has plenty of cash to throw around at the moment.

But the man that helps juggle the books says it’s not all champagne and caviar down in sunny Wollongong.

The Dragons have been one of the big players in the ever-shifting NRL market of late, most publicly missing out on the signatures of Lachlan Coote and Luke Keary.

They snagged Tariq Sims and managed to lure him down from Newcastle mid-season, and it’s rumoured a couple of off-contract hookers are also in the Red V’s sights.

Their off-contract list is headlined by veteran playmaker Benji Marshall, backrower Joel Thompson, and local junior Mitch Rein.

English forward Mike Cooper has already informed the club he will cut his contract short and leave at the end of 2016.

The Dragons were also one of several clubs floated as a possible home for cross-code star Jarryd Hayne, although that rumour has died down of late.

So it’s easy to conclude the Illawarra club isn’t strapped for cash or salary cap space.

But Ian Millward, the director of rugby league pathways and one of Paul McGregor’s assistants, says there’s one big factor often overlooked by outsiders.

“Every club will let a couple of players go each year and people think you’ve got X amount of money but there’s a lot of players that get upgraded, the young guys,” Millward told the Fox Sports Market Watch podcast.

“I think for next year we have about $900,000 in upgrades through our ranks, so that’s already factored in.

“If you get one or two over-inflated players that’s when you get problems.”

Backended contracts and bonuses mean several players on St George Illawarra’s list will get a payrise in 2017.

The $900,000 set aside for upgrades is roughly the amount a club might spend on one marquee player, or up to four lesser lights.

Without that wad of cash going to current Dragons players, the club could have lashed out on a Hayne or Cooper Cronk.

Millward admits it’s also an awkward time to negotiate deals with players due to the impending salary cap increase.

The NRL’s top-tier salary cap, which covers a club’s best 25 players, will increase from $6.1 million to about $11 million in 2018.

Player managers will be asking for bigger contracts and backended deals to get their piece of the pie.

“There will be some agents who will say we don’t want to do anything until 2018 because we want to have a clear picture of what the cap is,” Millward said.

“Then there’s some people who are prepared to sign so you’re actually working a little bit in the dark.

“Then there’s some players you sign and you’re actually putting a little bit of the potential that you think they have on the top end of their salary and hope they are going to fulfil that.

“At the moment the market is getting more expensive because everyone is factoring in an increase.

“But you’ve still got to have valuation, and don’t forget we’ve still got a salary cap, and if we go over certain positions it’s going to have an impact on the quality of other positions.

“We work pretty hard on working out what we think is a fair valuation.”

As far as recruitment goes, Millward says the Dragons are hunting a middle forward to replace the outgoing Cooper.

It’s no secret the club is in the market for a half, but the future of Marshall and the upgrade of young playmaker Drew Hutchison will play a part in determining how much the Red V can spend.

It's a bit of a common joke that teams like Brisbane and Canterbury can afford to buy big name stars because fringe first graders retire. The opposite joke seems to be the case for us. Miss out on Lachlan Coote because we need to upgraded Hutchison.

Seriously? If they were thinking about an upgrade it would be great if they would give Hutchinson a go in first grade?? Time to blood a new player and look to the future. He barely had a sniff last year and they need to think of team dynamics. He played solidly next to Widdop and they would compliment each other. Showing confidence in a player does wonders for improved performance!

"Upgrades" would be back ended contracts rather than the juniors being seriously upgraded and most likely have involved Duges and Widdop.

Cannot see many players in the squad receiving serious upgrades since most of them are fringe First Graders at best.

Now we've heard all the excuses. The 900k usually reserved for a player like Cronk can now not be used as we have to upgrade players in our squad. Who exactly is getting upgraded??? And even if its the case, guess what Millward, your not the only club that has to upgrade salaries to current players in your squad!!!
And supprise supprise, we are waiting with our hat in our hand for the nrl to increase the salary cap to 11.8 million before splashing out. Another news flash for millward, all the clubs are getting 11.8 million, so we will be in the exact same position we are in now because we simply can't compete when it comes to player salaries!

Dugan, Aitken, de Belin, Widdop, Packer, Lafai, Matthews, Nightingale, Masoe, Mann KFFL, Havili, YKG, Hutchinson Lui, McCrone, Milne, Izaac Thompson and Host.

Aitken would get a massive upgrade you'd think
de Belin would get a moderate one as well
Dugan will be considerably upgraded
Widdop would get upgraded moderately as well
Packer would be a fair bit upgraded
We'll probably let Lafai go
Matthews would probably just be extended
Nightingale extended or upgraded
Mann let go
Masoe is pending
KFFL Lui McCrone let go
and Host will be upgraded.

I just have the feeling that our club will never soar like an eagle with this turkey in charge of pathway direction. Just re hashed spin and state the obvious comments to mask gross incompetence with recruitment.

So any upgrade for Hutchison who never gets a look in anyway impacts on the rest of recruiting.That'll do me!

$900k being spent upgrading juniors who probably won't even get a chance to play first grade.

On the positive side at least we'll have enough depth to field 3 reserve grade sides.

Since when is Millward head of recruitment, I thought he was in charge of Pathways...if that's the case we are totally stuffed. Don't tell me the recruitment guy we got from Manly is gone already...sad state of affairs

My opinion of Millward has not changed. He is an absolute dope and along with Doust and our coaching staff, should be moved on.

Lose Hutch and Benji for a good halfback. Give some of our young talent time in the Cutters.

Pickup a good hooker on Rein's salary allocation.

If Dugan wants to play right center, he should be receiving a pay cut not a pay rise. Remember Mary thought Morris and Merrin were asking too much.

Didn't get keary..Cronk....Hastings not in picture ...how do you upgrade hutch if he can't even get a run in first grade...will probably lose benji...think rein wants the upgrade and they'll give him it when instead we could of signed cherrington...peats ..seygaro...looking bad for us..a club who only wants to sign rejects and bargin basement players..tigers can keep their halves plus offer tedesco $1mill a season..same goes for most clubs have 5-6 star players..all under cap..we need to learn how to cheat system like they do

What half back are you talking about I haven't seen one on the open market thats going to be a genuine starter well not next year anyway.

At best they could sign a project type 7 some one to work on but the club lacks patience look what they have done in the past Williams, Drinkwater, Crook all off loaded before they even got a real chance.

So you think every club is cheating because they are able to keep the players they want to keep sorry thats just flat out ridiculous.

Giving players time in the Cutters thats easier said then done the Cutters are not just a place the Dragons can just shove players in its a club in its own right and they still have to give their own players a game.

If the Dragons wanted to do just that then they should field their own team in the NSW Cup but it seems they can't afford it.

Salary cap going to $11m places even more emphasis on Gordon's deep pockets.
Without him the club doesn't have the ability to raise 11m to even spend the total cap, let alone venture into TPA'S
