Horo was put on report basically for a shoulder tackle on a B grade actor. Unless the Match Review Commitee is made up of the Bowraville Geographic Society, he'll get off. That being the case, effectively that renders the penalty null and void.
In such cases where the referee suspects foul play but is unsure, why not put the incident on report, but NOT blow a penalty? I know its the rules, but the MRC is there to review such cases and decide if it needs to be dealt with. So many times such incidents have been dismissed, when a penalty has alredy been given. Sometimes, simply, a penalty is not warranted.
