Start with a small area and a lot of people; keeps costs down and it gets the local rivalries going.

Later expand from the strong base when other areas are fighting to join in.

With Montreal and Quebec City not too far over the border in Quebec and New York in the general north-east USA / south-east Canada region also the hotbed could spread a bit further than Ontario if this plan takes off.
