Proving an employer intentionally avaoided paying someone might be hard.
Employers will find a way to make it seem like an accident somehow and just end up paying a fine as they do now.
What about workers who bludge and milk the system. Thing is you never hear about the punishement for them yet my bet is there are far more employees who are happy to take the piss, be lazy and do f**k all then the other way around like the media trys and make out. Of course there are businesses who take advantage of workers. But it's not common. Very rare.
