I think it's pretty clear that Trump thinks that his best position is to a) be a total merkin, because b) they will come knocking. This applies to tariffs and Ukraine etc.

Anecdotally he used to do this with his trades people, big or small. He'd get a invoice and say that they didn't do a good job and he wasn't paying. The intent was they they woukd come begging and he'd end up paying half or just not pay at all if they couldn't afford lawyers.
