THE controversial reigns of Bill Harrigan and Stuart Raper as referees co-coaches has come to an end. The ARL Commission announced the decision today in a major shake-up of the current refs coaching model with the appointment of a new NRL Referees Elite Performance Manager to be made in coming weeks.

The writing was on the wall for the pair after a 2012 season plagued by poor officiating.

Players and fans have been left perplexed and angry over many of the decisions made that seemed to fly in the face of logic.

In particular Harrigan was criticised for his explanation of the Greg Inglis try in the opening State of Origin encounter in Melbourne.

There was also outrage at Kieran Foran's knock-on in the elimination final but not picked up by the video referee which led to a try to Manly, virtually ending the Cowboys' season.
Interim ARL Chief Executive, Shane Mattiske, today thanked Raper and Harrigan for their contribution.
“Bill has made an incredible contribution to refereeing in a career that will forever stand out in the game’s record books.
“He and Stuart have worked incredibly hard over the last two years in particular and there is a strong sense of gratitude on our part for their efforts, but we also believe that a new structure is needed.”
The move will also lead to changes in other senior positions.
Russell Smith has been named Interim Manager of the NRL Referees Department and will assist NRL operations manager Nathan McGuirk, in finalising the make-up of the 2013 referees squad.

DAMN... ... we had a chance of becoming refs with Harrigan and Raper in charge.. We could have become refs and run riot with games just like all the refs did this year...

Oh well.......

Maybe an opening for a job for Tim Sheens.
Why does the new refs boss have to be a former referee?

It wouldn't surprise me if either Steven Clarke and or smith get the full time gig. I know someone who works closely with the refs (poor claim to fame I know) and word is a lot of them wanted raper and bill gone for ages and r keen for smith or Clarke

Good news. The refs have been poor this year but that's mainly due to the blurring of the lines of the obstruction rule, BOD, among others.

If they can get someone into the role that goes as far away from rule interpretation and actually just following the rule as it is written then the NRL will move back ahead. If a player runs behind another it's a f**king shepherd..... if you don't have control it is a f**king knock on. Seperation, depth of pass or grounding the ball with your dick shouldn't even come in to it.

Referee's boss Dr Marius Kloppers today backed Shane Hayne's decision not to send Waerea-Hargreaves from the field in last weekend's fiery encounter, stating "It's not f**king soccer."

Well said C.

The basic rules of the game haven't changed, just all the stupid over complicated interpretations. A ref's boss that gets it back to basics will get the support of fans, coaches and players alike.
