Meh. It means nothing now. The NRL has notional values for players. You can get Freddie Nerks, who might be worh $1,000,000 on the market for $500,000 if thats what they have set the notional value to for Freddie and he chooses not to test the market. Then top him up with TPA’s
This is how blokes like Hayne get picked up for far less than their what their value would be on the open market. 1.2 mill at the Titans to under $500,000 or thereabouts. It’s how Thaiday was able to be re signed for $300,000 last time around. I can’t remember who recently, maybe Foran, couldn’t get a contract registered because it was too low.
I believe this is how your Roosters, Broncos et al do it. Their big advantage, unfair to some, is their access to benefactors i.e. TPAs
Sharks dont have that so they manage the cap their own way which to an extent is to sign players cheap after they get releases e.g. A Woods.
Therefore, if you register say, 20 contracts at say, $100,000 under the notional value. You have $2,000,000 left. Some clubs could easily get 2 mill in TPAs. Even 10 saves a mill.
