Salary cap rorting is like perving, everybody does it, the trick is not to get caught.

I’d say the Salary Cap is more like the lockout laws. They don’t apply in Brisbane or Melbourne.

I think they'll turn a blind eye to rentals the same way they never audit the many loan/lease cars provided to players over the years or the "job" after retirement.

Per player or per unit?
If it counts against a particular player's salary, that would be per player. There could be up to 4 players sharing a 2 bedroom unit.
That might be why the NRL rubber stamped it.
