Darcy Street closed to pedestrians from April 20

Pedestrians should enjoy pedestrian access to Darcy Street while it lasts.

Already closed to vehicle traffic, the busy Parramatta thoroughfare will also be off-limits to pedestrians from Thursday April 20.

It will remain closed for two years as the construction of the $2 billion Parramatta Square takes shape.

Developer Walker Corporation will excavate the site beneath the road before it starts construction on two new commercial towers.

Darcy Street will reopen to coincide with the completion of the commercial tower at 4 Parramatta Square in 2019.

Parramatta Council, Walker Corporation, Sydney Trains and government agencies are working closely together to update the community on changes to the area.

The changes will affect pedestrians who access the train station from Darcy Street.

Those heading towards Centenary Square will have to use the Argyle Street entry of the station from next month.

Pedestrian heading towards Western Sydney University and Sydney Water are advised to use the eastern concourse at the station Street end of the station.

This year would see significant progress on Parramatta Square.

“Inevitably a major construction project like Parramatta Square will mean some disruptions for commuters and pedestrians and Council regrets the inconvenience, but we’re asking the community to stay patient as we make further progress towards building Australia’s next great city,” council administrator Amanda Chadwick said.

“All of the former buildings on Parramatta Square have now been demolished so it’s an exciting time as we move into the construction phase that will deliver a world-class precinct that offers something for everyone. I urge anyone who visits or works in our City’s CBD to visit Council’s website to register for updates on Parramatta Square to ensure they are receiving the most current information on the changes to Darcy Street and surrounds.”

The Parramatta RSL Club is offering its carpark at the commercial end of Parramatta CBD at 7 Macquarie Street for sale, with price expectations of about $30 million.

Next to the world heritage-listed Parramatta Park, the 1874 square metre mixed-use site can yield about 100 apartments up to 54 metres in height subject to council approval. Any proposed future development could comprise 12,930.6sq m at a floor space ratio of 6:1 under current rules.

The RSL plans to take the proceeds of the sale and reinvest in a redevelopment for the club.

The future new venue will consist of new bars, restaurants, cafe, children's play areas and a multipurpose function and events centre, including an open-air, rooftop bar and function space.

As part of the sale, the Parramatta RSL will consider a potential leaseback of the carpark for up to two years, to be negotiated with potential buyers.

Attractive to developers

With stock becoming scarce in Sydney's future second CBD, the RSL carpark will be attractive to developers because it is walking distance to the train station and Westfield Parramatta.

Close to the RSL site are at least two other tall towers, the 43-storey slimline tower with apartments and offices at Macquarie and Charles streets and Parramatta's first five-star hotel at 8 Phillip Street.

Parramatta's residential market has exploded since the local council adopted progressive plans to increase the city's floor space ratio. Many major developers including Crown Group, Meriton and Ecoworld have flocked to Parramatta to build apartments.

Car dealerships and old pubs have all also been converted into mixed use projects to cater for the future 41,000 new residents.

The CBD's Parramatta Square will also provide commercial spaces, expanding Parramatta's commercial floor space by 232,000sq m by 2021, equivalent to adding most of north Sydney CBD Chatswood's office stock.

CBRE's Frank Oliveri, Peter Vines and Victor Sheu are handling the expressions of interest sale.

They have been trying to redevelop the RSL for years but kept hitting road blocks.

They planned to get rid of the greens years ago too, the 2 1/2 greens have sat vacant for a couple of years apart from barefoot bowls.

Walker Corp kicks off $2b Parramatta project

Walker Corporation has moved a step closer to the rejuvenation of the $2 billion Parramatta Square precinct with the appointment of Mainland Civil to do the civil works.

The evolution of Parramatta will also see the construction of The Lennox, a new $400 million mixed-use development at 12 Phillip Street.

The 47-level project is being developed via a project delivery agreement in conjunction with City of Parramatta and PCC DevCo1, a company initially established by LIDIS Group, with development management by EQ Projects.

The launch of The Lennox signifies the next step in the rejuvenation and growth of Parramatta, with the project totalling 5500 square metres of retail space and 441 luxury residences.

The 6300 sq m metre riverfront site, at the junction of the historic Lennox Bridge and Church Street dining and shopping precinct, will also include a 120m boardwalk to improve connectivity and activate the riverfront.

A Parramatta Square, first stage of works unlocks the precinct and enables Walker to deliver the first two of four major buildings, which have been pre-committed to National Australia Bank for 42,000 sq m and Property New South Wales for 63,000 sq m.

The first two buildings will be delivered in 2019 and 2020, as well as a public domain of 6000 sq m. The final two buildings will be delivered mid-2021.

Walker Corporation chairman Lang Walker said the start of the earthworks is a commitment to deliver on "our promise to council, our tenants and the Parramatta community".

"The first stage of delivery has been driven by our tenants and the demand for industry-leading office space that caters to the needs of Parramatta's future workforce and it's growing population of young, highly educated individuals," Mr Walker said.

Walker Corporation is also working closely with Sydney Transport for NSW to facilitate a state-of-the-art rail station connection, providing access for commuters from the station directly through the base of the towers into the public domain and 3000 sq m of retail space, and the north of the central business district of Parramatta.

Conceived by award-winning architects Johnson Pilton Walker (JPW), the first two buildings (3 and 4) have been designed with a focus on workforce health, well-being and productivity in order to raise efficiency and inspire creativity.

According to the head of residential at Savills Australia, Ged Rockliff, new developments like The Lennox come at a time when property prices in Parramatta are outperforming the average growth seen across Sydney.

"Property values in Parramatta have experienced strong growth over the past decade, with apartment prices increasing by 118 per cent but it remains a more affordable option when compared to central Sydney," Mr Rockliff said.

The Lennox team has collaborated with Marchese Partners on the interior architectural design and Lorena Gaxiola on the interiors
