It’s come to a complete stop’: Why you’ll be waiting a while to see Circular Quay upgraded

A long-promised upgrade of the busy ferry wharves and promenade at Sydney’s Circular Quay has stalled due to the Minns government quietly deferring extra funding for the project, despite fears being raised for years about them reaching the end of their working lives.

Although the scale of the Circular Quay revamp has been scaled back from previous plans, a hold up to further funding is delaying the project proceeding to the next stage, which would involve seeking planning approval and, if granted, contractors to overhaul the wharves and promenade.

The NSW transport department had previously planned to release a detailed environmental assessment last year for the area, which serves as a major gateway to Sydney Harbour and the central city.

The latest state budget dropped references to the Circular Quay upgrade after the previous year’s detailed a “commitment to upgrading the promenade and ferry wharves” and $335 million in funding over four years to 2026-27. Until June last year, almost $171 million was estimated to have been spent on the project, which was primarily for planning.

Action for Transport ferry expert Graeme Taylor said the lack of extra funding showed that the project had stalled.

“It has just come to a complete stop. They would need to start work next week to have the project completed in time for the Brisbane Olympics, which will see increased visitor numbers to Sydney and a global focus,” he said.

The promenade’s supporting structure is at the end of its working life, and vehicles over two tonnes are banned from it because of the safety risk, limiting access for emergency vehicles. The wharves do not comply with accessibility standards, and are also at the end of their working lives.

The Maritime Union of Australia, which represents ferry deck-hands, said there had been no progress on the project in the last 12 months. “The wharves are ageing. They are in need of repair and refreshing to the point of replacement. There are known safety risks on the wharves going back a few years,” union deputy secretary Paul Garrett said.

“The MUA is concerned that at some stage a wharf will collapse and staff and passengers will be injured. Good fortune lasts only for so long.”

Coalition transport spokeswoman Natalie Ward said Circular Quay was a gateway for tourists and commuters experiencing the best harbour in the world.

“This is becoming a pattern for transport infrastructure: announce, delay, obfuscate. We have seen it with Metro, trains, buses and now ferries. The people of Sydney deserve better,” she said.

Potholes take priority. $200 million worth of potholes.
Do we really need a major announcement for road maintenance?
Obviously nothing else to announce in the infrastructure space for this government.
And seriously, $200 million????? They are taking the piss. I thought they were being fiscally responsible.


$200 Million Road Maintenance Blitz for Greater Sydney

The Minns Labor Government is fast-tracking $200 million to deliver a pothole and road maintenance blitz across Sydney’s busiest corridors, following one of the city’s wettest winters on record.

This investment brings Greater Sydney’s total road maintenance funding for 2025-26 to $488 million, improving the safety, reliability, and resilience of the network by ensuring faster repairs, fewer potholes, and reduced vehicle damage.

At the same time as the Government delivers the new roads that growing communities need, it is ensuring that existing roads remain safe. More than 5,100 potholes have already been repaired across Sydney’s roads in August and September alone.

Work under this program will be prioritised based on:
traffic volumes,the location and severity of the pothole, and the road’s importance for freight, bus services, and emergency access.

Importantly, around 15 per cent of pothole repairs are identified through public reports, which can be made to Transport for NSW online here, or by phoning 131 700.

This announcement will allow the Government to continue building a fairer, safer road network across Sydney.

Last year alone, 1.57 million hours of maintenance work were completed across Sydney’s roads, resulting in:

10,879 potholes repaired Nearly 1 million square metres of road resurfaced – equivalent to more than 125 football fields344,000 linear metres of new line markings
In August 2025, the Minns Labor Government also announced $155 million in accelerated funding for a maintenance blitz across regional NSW, bringing total maintenance investment in non-metropolitan communities to $1.25 billion this financial year.

Delays to Sydney’s peak-hour train services caused by a raft of incidents have continued to surge since a wide-ranging review into the beleaguered heavy rail network almost two years ago, hitting their worst levels in more than a decade.

The highest number of incidents during peak hours caused by factors such as infrastructure defects since 2014 was recorded in May last year at 568, and they remain high this year, new figures show.

Denting commuter faith in the network’s reliability, 558 incidents that resulted in delays to passenger trains were recorded in March – the second-highest in more than a decade – followed by 538 in July.

The incidents have trended higher since 2023, when a review into the rail system commissioned by the then-transport minister Jo Haylen was completed.

After a final report was released in April last year, the average number of incidents recorded every two months jumped from 380 to 480, a 26 per cent increase from the prior 14-month period.

The latest figures have been released to NSW parliament following questions on notice from the opposition. An incident is defined as any event that causes a delay in a train service of more than five minutes.

Coalition transport spokeswoman Natalie Ward said the data made clear Sydney Trains’ performance had deteriorated on the Minns government’s watch despite two reviews and three reports.

“The travelling public have been sold a lemon by Chris Minns, Jo Haylen and John Graham. Their reviews have now been exposed as nothing more than PR exercises to distract from their inability to deliver real results for commuters,” she said.

They'll leave it until Parramatta Rd is rezoned and called Parramatta Boulevarde.

Re-zoning is one thing. That's great in helping the housing shortage.
Providing adequate transport for all these extra homes is another.
There was a private proposal put forward to the Minns govt to build and operate privately run Light Rail along Parramatta Rd, through Central, and then out to Green Square. within the first months of his premiership. Built, Owned and operated by a private consortium, at no cost to the govt.
What did Minns do? Absolutely dismiss it outright immediately. The mind boggles at this mindset.

Parramatta Rd between Central and Parramatta will get a major transformation over time. It will be 'overtime' and over budget, that I can guarantee. For the most part I appreciate and enjoy the Sydney upgrades when I get to visit. But once I would love to go back for a Saturday night's fun and festivities at Big Chief's on Parra Rd at Clyde before heading to Brickies at Homebush.

For the most part I appreciate and enjoy the Sydney upgrades when I get to visit. But once I would love to go back for a Saturday night's fun and festivities at Big Chief's on Parra Rd at Clyde before heading to Brickies at Homebush.

Not Parra stadium but this is very interresting. This stadium has 3 surfaces, 1 for football, 1 for NFL and 1 for entertainment and this vid shows how they are all integrated.

Its no secret they hope to be the first NFL franchise outside of the States.
