Disagree. They are the same thing. Restarts were introduced to replace penalties. The nrl made that clear. It’s why they reverted to a penalty inside 40.
I offered no opinion on any team. Just posted the numbers as a point of interest. Correct, chooks have received the 4th most penalties with restarts combined. We have also conceded the most. Surprise surprise.
I get annoyed hearing references to penalty counts in games and the restarts barely get a mention.

Because you can get 3 restarts after 1 or 2 tackles in one attacking raid making them almost meaningless.
