It's still called a town? What's the population needed for a town to be declared a city in England? Here I think it's 10,000.

It's not based on population, city status is supposed to be granted by the monarch but there isn't really any criteria or minimum requirements, just certain places were historically declared cities and that's the way it is. Technically, London is not a city, although there is a city called the 'City of London' but it is only a tiny part of London. And within London there is also the City of Westminster, but no other 'cities'. To be honest a lot of British law is based on things that were decreed by the King in medieval times and have been amended throughout history, which means it usually ends up being completely stupid and illogical in most cases.

But does the Leeds number include Hunslet? If it does then Hunslet's figure should be the same as Leeds'.

Of course it does. Hunslet is in the city of Leeds. It's closer to the centre than Headingley. In Leeds though, and probably other major cities, all the suburbs populations are recorded hence why the OP has stated the population of Hunslet.

ATEOTD Hunslet are a semi professional team from the city of Leeds, but are named after the suburb they play in, just the Same as Bramley were. They represent the South of Leeds where as Leeds represent the North. Same as Hull representing West and Rovers representing East Hull.
