Not really. You see, while the club may be the same, everybody within (apart from the fans) are different. Since 2002:

• New CEO
• New Chairman
• New Members
• Won a premiership whilst under the cap
• (Completely) New Team

No relics from the salary cap rorting remain, therefore the 'new-look' team (at least since then) are not cheats. Melbourne still have Slater, Cronk, Smith and a few others from last year.
