They were all pre-2019 except for Utoikamanu. Which shows young forwards are a liability. We are talking under 21s here, which was the list I provided. Merkins talking up the Roosters' young pack, only one of them was under 21 (Foketi is 20 this year). Whyte and Losalu are both 23. Wong is 22. Brad Arthur picked plenty of forwards under the age of 23:

You might argue that this is a garbage list of young forwards, but that's a problem for the list management group, not the head coach. As it pertains to Arthur's appetite for picking young forwards (Roosters young, i.e. under 23, not Jersey Flegg young), if they were good enough he would pick them. The problem is that most of them weren't good enough, which is why he relied on experienced hard heads in the pack. Just like every coach in the game.

He’s slow, especially in defence. Still a very good player though.
