An idea I think would work well is having each referee assigned his own two touch judges. This way, they should work as a team unit better and make less mistakes especially through communication problems. Or am I way off?

You're right. FIFA has used this for the next World Cup, the referee gets to choose his two assistants from his home country, and they do most domestic games and all international games together. It is a system that the NRL should look at.

You will find this happens without saying they are 'set' teams. If you look at the referees and touch judges, they are usually in the same group. Touchies are usually with the same pair, and quite often the referee. This only changes due to dropping or elevation.
