Bad crowds and scandal. But Nines boss says World Cup was a glorious success

Despite poor attendances over two days and an ineligibility scandal that threatened to derail the competition, IRL (International Rugby League) CEO Nigel Wood declared the inaugural World Cup Nines a success and said the game would explore taking the event to the Middle East.

Just 12,528 people turned up on the Friday night, while Saturday’s crowd of 15,684 was slightly underwhelming given Bankwest Stadium’s capacity is 30,000.

The NRL, to their credit, must be given praise for the professionalism in which they ran the IRL event, especially so soon after the end of the season.


A Nines World Cup will return in 2023, following a 13-a-side event being hosted by England, but Wood says he is happy with the first edition of the tournament.

“I wasn’t quite sure what to expect,” said Wood.

“In this kind of event with pass-ins and pass-outs you’re never actually sure how many people actually turned up during the day. All I know is that the people who are here have really enjoyed it. It’s a tribute to the athletes and I think it’s a very exciting time for the sport.”

The NRL is set to bring back a pre-season Nines tournament next year in Perth, but Wood predicted that more events would spring up around the world.


He argued that the format - owing to the shortened format gave the “smaller” nations a better advantage of winning as opposed to the Test environment - and an opportunity to expand into new areas.

“We’ve got an agreement to stage it again in 2023 but I think it’s capable of even more than that,” he said. “Frankly we’ve seen it is popular and how it can present the game in a slightly different way.

“I think the high turnover of matches, the skills on show, makes it a really exciting innovation. We’ve used Nines before but it remains one of our best opportunities to take the sport to more countries.

“North America is a possibility, the Middle East is a possibility, and certainly Europe (for the 2023 World Cup).”

Wood, meanwhile, was at pains to shift the blame for the embarrassing fiasco regarding eligibility rules.

Lebanon picked two youngsters under the age of 18 - Jacob Kiraz and Jordan Samrani - with the former playing in their win against France on Friday. Under NRL rules players participating in an adults game must be 18. But in the case of IRL rules, players over 16 are free to take part, providing they have the written consent of a parent.

To cloud matters further, Kiraz, 17, had also played in the Pacific Test against Fiji earlier this year, and did so legally as the event was run by the IRL (which was then known as the Rugby League International Federation - RLIF).

Samrani, meanwhile, was about to take the field for the Cedars’ final pool game against the Welsh, but was reduced to tears when he was told he wouldn’t be allowed to play. Lebanon then had two points deducted for the win over France, and thus their stunning victory over England made little difference as the loss to Wales meant they could not qualify for the knockout stages.

The issue was only raised when Papua New Guinea’s women were forced to replace two players - despite them having written consent and following the IRL guidelines - because they were under 18 on Friday.


Wood insisted players had to be 18 to play in the World Cup Nines and that this had been communicated to all participating nations. That was despite no issue being raised during the pre-tournament registration. The Lebanese Federation rubbished Wood’s claim, saying: “The tournament manual provided to all nations prior to the tournament commencing clearly stipulates no age restriction in the RLIF eligibility rules for International Matches.”

Wood responded by saying: “That’s why the decisions have been taken… you’d prefer to be looking at the on-field action and not off-field stories. It’s regrettable and something that everything has to learn from. At the end of the day, nations have to pick players eligible.”

“The rules for this tournament were clear and unequivocal. You had to be 18. We are looking at that generally, because I think there is a little confusion. So we are working through those rules because it’s in everyone’s interest to be as clear as possible – and this tournament it was absolutely clear.”

Wollongong native Keeley Davis is favoured to be the starting No.9 for the Jillaroos against New Zealand on Friday following the withdrawal of Dragons teammate Brittany Breayley.

Australia coach Brad Donald said he would name a replacement on Monday for Breayley, who has had to miss both the WIN Stadium Test and World Cup 9s due to work commitments.

"It's where the women's game is at the moment. She's had to relocate for eight weeks to play at the Dragons but she just can't get any more time off work," Donald said, of the Brisbane-based No.9.

"She will leave a big hole in our team. But we've got some young players like Keeley Davis, who was just outstanding over this tournament.

"I think she's shown that she will handle that role really well."



Jillaroos out to make amends against Kiwi Ferns

Davis, 19, scored the first Jillaroos try at the World Cup 9s at Bankwest Stadium.

Donald has other options for the crucial dummy half position with NSW Origin utility Botille Vette-Welsh playing in that position during the Nines.

"Bo can pretty much cover anything from fullback, half to hooker. Out of the crew we've got there we'll be fine," Donald said.

Vette-Welsh is one of six debutants for the Wollongong Test against the Ferns. The others are Millie Boyle (Broncos), Kirra Dibb (Roosters), Chelsea Lenarduzzi (Broncos), Shakiah Tungai and Dally M winner Jess Sergis (Dragons). Sergis played in the PM's XIII in 2017 but has not played a Test.

Five of those – the exception being Lenarduzzi - played in the Donald's Nines squad at Bankwest Stadium, who lost to the Kiwis 17-15 in the final.

Donald and his players will have to quickly readjust their thinking in terms of match planning despite having just six days between the World Cup 9s and a Test match.

"It's just a completely different game – 18 minutes and nine players there as opposed to 80 minutes on the back of playing 60-minute games in the NRLW," Donald said.

"But we do take a lot of confidence out of this weekend and take a lot of confidence in our younger players and debutants."

There is no denying that the longer length of a Test match might be key in deciding the result.

"Twenty minutes extra is a long time," Donald said. "The 30-minute halves we have in the NRLW is the right concept for where we are in the game and the talent pool we've got.

"These are the best players and they're really conditioned for 60 minutes. So that's why the fatigue on the back end of both halves on Friday is going to affect the outcome."

Rivalries will be reignited and the passion palpable when international rugby league takes centre stage after the NRL season.

A Trans-Tasman double-header starts the festivities with Australia and New Zealand to meet in Wollongong on October 25 for mouthwatering women's and men's clashes.

The men's fixture marks the Kangaroos' initial match in the Oceania Cup format and the first time the rival teams have faced off at WIN Stadium.

The touring Great Britain side will break an 11-year Test absence against Tonga on October 26 in Hamilton.

Fans are set for a triple treat on November 2 as Samoa take on Fiji, the Kangaroos play Tonga and the Kiwis tackle Great Britain - all at Eden Park.

Another double header on November 9 pits Papua New Guinea against Fiji, while the Kiwis and Great Britain go at it again.

To cap off the end-of-year Test schedule, Papua New Guinea play the Lions before what's sure to be a passionate crowd in Port Moresby on November 16.

NRL Nines confirmed for 2020 return in Perth

The return of the NRL Nines is confirmed, with Perth's HBF Park to host the footy festival in 2020.

With the World Cup 9s garnering positive feedback over the weekend, fans will get another taste of the modified game on February 14-15.

Fun is the focus of the two-day tournament. Supporters are encouraged to dress extravagantly and join in the party while enjoying some high-octane summer rugby league.

The NRL Nines, formerly held in Auckland, started in 2014 but went on hiatus from 2018 amid player workload concerns after a World Cup.

All 16 NRL clubs and four NRLW sides will compete in the revamped concept. The men's competition will feature four pools, while the women will play a round-robin.

To encourage teams to field their best players, $1 million will be awarded to any club that wins the Nines and the NRL Telstra Premiership.

"Nines is the fastest form of our game. It shows the speed, agility and attacking prowess of our most exciting players," said NRL head of elite football Graham Annesley.

After successfully bringing State of Origin II to Western Australia's Optus Stadium earlier this year, Annesley said the state's hunger for rugby league is clear and the 20,500-capacity HBF Park is the ideal venue.

"The sell-out crowd in Perth for State of Origin highlighted how much interest West Australians have in rugby league and we are committed to growing the game here," he said.

"There are few better destinations than summer in Perth and we want this event to be a summer vibes festival. We're looking forward to seeing a stadium of colour to kick-off our 2020 season."



The best of Shaun Johnson at the 9s

WA tourism minister Paul Papalia heralded the Nines as a major coup.

"We're thrilled to have locked in the best in rugby league, playing in the fun, fast, Nines format," Papalia said.

"We have earned our stripes by hosting some blockbuster NRL games in Perth, showing just how popular the sport is here in WA and how well we host big events.

"This is another chance for people to get their mates together and enjoy another rugby league first for WA with the Nines tournament."

The Sydney Roosters were the most recent NRL Nines champions, with the Parramatta Eels, South Sydney Rabbitohs and North Queensland Cowboys also having lifted the trophy.

However, Parramatta's 2016 triumph was stripped because of salary cap breaches.
