You have to think of the value of the contests...nz v Tonga is massive,it's a genuine contest and will sell nigh on 100,000 tickets over 3 tests easy...a pacific cup in 2020,a year out from the world cup...and with no one else to really play cos of the AUS tour to Europe,is massive...
