The panel would be made up of 7 officials that are not currently affiliated to any club. Nominations would be put forward and discussed by the club CEO's with the vote needed to instate each of the panel members to be more than a 2/3rds majority. Does that satisfy you?

Its official now...he signed today for a 3 year deal...how wont St Geo be screwed if Head signs with another club. They only released Firman cos Head said he was going to sign on for a few more years, but then he changed his mind is gona wait til June 30 to see what other offers he can get!! HAHA

Please name me 7 "knowledgable" officials with NO affiliation with ANY NRL club.

There is no "perfect" system of salary caps etc - all have their pitfalls - I think what we have now is fairly simple and generally doing an adequate job ... just past half way through the season, 9 of the 15 teams are within 4 points (2 wins) of eachother...and the top team is only another 2 wins clear of that...and the bottom team is onlt 2 wins below....the league is very even and that is the main point of the salary cap - so it must be working to some extent.

the only reason why roosters got awesome players is that when roosters signed everyone a few yrs back they signed them all in big groups..

watch what will happen in a few yrs.. they will have a score of players come of contract all wanting massive upgrades in there pay due to there status at orgin level and roosters wont be able to support them..

that team will split all ways to hell.. esp without fittler and ricko gone...

The problem with a salary cap is that players can offer to get paid less to help a team under the cap. This is wrong. Money is not an indicator of talent, and should not be used in this way. I don't have to come up with the 7 experts. The NRL clubs would do that.

Another suggestion may be to have a nominated official from each club so the players would get 14 ratings the top and bottom 3 scores are deleted and the other 8 scores averaged.
